Center for Mental Health and Professional Psychophysiological Slection of the State Institution, "Territorial medical association of the Ministry of Internal Affairs of Ukraine in Vinnitsa region"(hereinafter referred to as the Center) is a departmental specialized medical and prophylactic institution created for the psychoprophylactic work, medical psycho-physiological professional selection, the provision of psychiatric, narcological, Psychological assistance in the amount of specialized (psycho-neurological and narcological) dispensary of health authorities of Ukraine to employees of the Ministry of Internal Affairs, police officers, soldiers of the National Guard of Ukraine (hereinafter - NSU), pensioners from among the individuals and the superior composition of the internal affairs bodies, military personnel, police officers, members of their families, Employees of the Ministry of Internal Affairs, veterans of internal affairs bodies based on the relevant license (hereinafter - persons who are attached to medical care).

Main tasks

1. Providing psychiatric, narcological, and psychological assistance, carrying out mandatory preliminary and periodic psychiatric and preventive drug inspections, including for military medical examination, persons entitled to medical care.
2. Conducting psychiatric examinations, psychodiagnostic examinations, medical psycho-physiological professional selection of telecommunication candidates for the police and training in educational institutions of the Ministry of Internal Affairs, displaced in the service dismissed from the service of police officers, NSU and other persons passing a medical examination in a military medical commission.
3. Ensuring control over compliance with the legality and protection of the rights of persons in the provision of psychiatric, narcological, and psychological to-help, conducting medical professional psychophysiological selection.
4. Studying the state of mental health of persons eligible for medical care and adopting measures to improve it.
5. The interaction of the Center with interesting services, agencies, institutions, organizations, and legal entities in the department and outside it.

Core functions

1. Consider psychoprophilactic work among those who have the right to medical care, and propaganda of a healthy lifestyle.
2. Medical selection for mental health and professional selection on individual psychophysiological features of candidates for the police and training in educational institutions of the Ministry of Internal Affairs, NSU following the administrative documents.
3. Organization and conducting mandatory preliminary and periodic psychiatric and preventive narcological examinations of police officers, and NSU servicemen following the administrative documents.
4. The provision of outpatient psychiatric, and narcological assistance to individuals entitled to medical care, surveying their mental health, the diagnosis of mental and behavioral disorders, treatment, and observation in outpatient conditions with persons suffering from mental and behavioral disorders.
5. The provision of advisory psychiatric assistance, if necessary, is the appointment and treatment of persons suffering from mental and behavioral disorders, and are on examination and treatment in the treatment and preventive institutions of the TMA.
6. Organizing and conducting following the legislation of Ukraine, advisory, and dispensary accounting of persons entitled to medical care.
7. Conducting following the legislation of Ukraine, medical examination for the temporary disability to persons on outpatient treatment on mental and behavioral disorders, and the organization of the work of the psychiatric medical and advisory committee of the Center.
8. Preparation and direction in medical and social expert commissions of medical documents on patients with mental and behavioral disorders to examine with a long or resistant disability.
9. Psychological and psychiatric support of police officers, and NSU servicemen during the fulfillment of operational and official tasks in the context of emergencies of technogenic and natural nature, as well as in the protection of public order in the conditions of mass riots and mass events following the requirements of the regulatory acts of the Ministry of Internal Affairs of Ukraine.
10. Implementation into the practice of the center of the newest technologies, the achievements of science, technology, and best practices.
11. Organization of advanced training of specialists from the Center.
12. Conducting meetings, seminars, scientific and practical conferences on issues related to the competence of the Center, meetings of the Medical Council of the Center, and the like.
